Define Launch Arguments from Meta Package?

@AaronYoung5 is there a way to define disable launch arguments from the metapackage / automatically write a vehicle launch file from the metapackage? I'm not sure what the "clean" way to do this would be (other than some sort of text processing), but might be nice to set it up in this way so that you only have to change one file (metapackage) to get a specific vehicle set up, assuming the algs are already written.
