Rewards provider required StakingProgram, and was not in the correct order.
Providers have been grouped and improved in: #288 to reduce complexity and chances of this happening in future.
This is the PR for the successfully tested, draft released, contract migration version of Pearl, rc116.
Will need to merge to staging, and then to main, bumping for full release.
