Allow CPT Sessions to be created by ATD-Examiners.

In the event that there is no local mentor available to create the CPT session, then we somehow have to allow the ATD Examiners to create sessions.

We can do this by simply allowing CPT Examiners to access the mentor interface. However, the layout of the CPT Pages in the Sidenav isn't quite up to par yet, since it's a little difficult - even for me - to navigate to certain parts of the system. Maybe change the layout such that all CPT operations are bundled (including both Mentors + Examiners).
