Use Cases

Debian 11 will be EOL ~2024-07, in order to avoid running on a outdated version, the base image should be updated to use Debian 12. It seems like multiple Vector container builds have already been updated, but the distroless build hasn't yet.

Thanks @syntastical . I think we missed this because it uses the version number rather than the name. I opened #20267 to bump it.
