Get some CLOMonitor checks passing

Description

CNCF maintains a website that checks for various compliance things. There are a few things there that we should pass because we maintain them, but in a slightly different way than what they check for. I've added wording to the README that will let us pass the roadmap and community meeting checks, and added configuration to exempt us from the slack_presence check. We are not in CNCF slack or Kubernetes slack, we have our own.
Along the way, I also re-wrote the top part of the README to better reflect what Vitess is today versus what it was 7 years ago.

New flags

Backward compatibility

• Protobuf changes should be wire-compatible.
• Changes to _vt tables and RPCs need to be backward compatible.
• RPC changes should be compatible with vitess-operator
• If a flag is removed, then it should also be removed from vitess-operator and arewefastyet, if used there.
• vtctl command output order should be stable and awk-able.
