This also removes hiera data for EOL Debian and Ubuntu releases.

This is a postgresql module problem, submitted PR there. It would be nice to keep the platforms in sync with the supported Puppet FOSS platforms if possible. |

Ubuntu 18.04 tests are failing, so we should drop support for it.
