WHATWG updates for 2024 (#354)

- Advanced all review draft references by 6 or 12 months based on normative changed made
- added new exceptions for HTML & Fetch
- updated VTTCue reference to be the W3C TR doc instead of Editor's Draft
- updated links to HTML standard to reference the review draft instead of the living standard
