To mitigate potential DoS risks, stop unrequested transaction processing early for upgraded peers (`REJECT_UNSOLICITED_TX_VERSION`), unless the peer has `NetPermissionsFlags::Relay`. Unrequested transactions is defined as one for which we have not issued GETDATAs on this connection link.
