The WindupRulesLinksTest test is expected to fail because of some currently broken links that will be fixed in a follow up PR.
The retry proved its usefulness already in running WindupRulesLinksTest test in this PR (ref. from https://github.com/windup/windup-rulesets/actions/runs/7464270156/job/20311651910?pr=1047#step:6:312).
