Add code action for MI annotation

Add a code action to add the @mi:CodeInfo annotation for functions which can have that annotation.

The functions that can have this annotations are the,

1. The functions that already does not have this validation
2. Function should be public
3. Function whose parameters and the return types are boolean, int, string, json and xml.
