Is the Dockerfile for creating a development env?

yes, for example incase a user just wants the convenience of simply installing Docker and running a couple of commands to have all the relevant dependencies setup so they can hack on it in a development environment without potentially facing issues with incompatible versions due to outdated docs or if they're using an operating systems that only has PowerShell or something that would otherwise make installation more annoying.
