Build Python 3.13 wheels

This PR provides the following changes, to add support for Python 3.13:

• Update cibuildwheel from version 2.16.2 to version 2.22.0.
• Generate Python wheels for this set of versions: cPython 3.9/3.10/3.11/3.12/3.13 and PyPy 3.9/3.10/3.11.
• Use setuptools<72.2 to build PyPy wheels to bypass [BUG] self.linker_ex: TypeError: 'NoneType' object is not subscriptable pypa/distutils#283. Also set build dependencies in pyproject.toml.
• Refresh src/cityhash.cpp thanks to the current version of Cython.
• Use Python 3.11 in GitHub Actions workflows.
• Update macOS version used in GitHub Actions from version 11 to latest.
• Update Ubuntu version used in GitHub Actions from version 20.04 to latest.
• Freeze QEMU used to crossbuild X64 wheels to v8.1.5 to bypass Intermittent segmentation fault running Node emulated with target arm64, host amd64 tonistiigi/binfmt#215

Hi @xzkostyan!

This PR should now build clickhouse-cityhash wheels correctly (as it can be seen in this run: https://github.com/otetard/clickhouse-cityhash/actions/runs/13139521937).

It would be very cool to provide updated wheels as it would allow using clickhouse-driver with Python 3.13 (mymarilyn/clickhouse-driver#474).
