upgrade rustc from 1.71.1 to 1.74

resolve problem:

error: failed to compile `cxxbridge-cmd v1.0.118`, intermediate artifacts can be found at `/tmp/cargo-installC4SnAi`
Caused by:
  package `clap_lex v0.7.0` cannot be built because it requires rustc 1.74 or newer, while the currently active rustc version is 1.71.1
  Try re-running cargo install with `--locked`
