This PR adds translated messages added in #20022 for Japanese.

PR Summary

• Update to Japanese Localisation in Framework
  The framework/messages/ja/yii.php file which controls the text displayed in our software when users are interacting in Japanese has been updated. This has improved user experience by making messages clearer.

• The error message 'Action not found' is now displayed as 'アクションがありません', giving a more accurate translation.
• The phrase 'Aliases available: {aliases}' is now displayed as '利用可能なエイリアス: {aliases}', giving a more applicable Japanese translation.
• The phrase 'Options available: {options}' is now displayed as '利用可能なオプション: {options}', improving the clarity of the message.
• The error message '{compareAttribute} is invalid' is now displayed as '{compareAttribute} は無効です', enhancing the clarity and accuracy of the error message.
