Bump micromatch and rollup-plugin-typescript2 in /v8/tools/turbolizer

Removes [micromatch](https://github.com/micromatch/micromatch). It's no longer used after updating ancestor dependency [rollup-plugin-typescript2](https://github.com/ezolenko/rollup-plugin-typescript2). These dependencies need to be updated together.


Removes `micromatch`

Updates `rollup-plugin-typescript2` from 0.20.1 to 0.36.0
