Remove pre-commit update workflow

Proposed change

This also removes the pre-commit update workflow from our shared workflows repo.
It was only used in the ZHA repo previously (and forks of it).

Background info

We're now using the pre-commit CI app. This automatically creates a PR to update pre-commit hooks every Monday. See this example PR from the quirks repo:
