Short HelperText stays on same line as ErrorText

Flexbox change requires label + tooltip combination to be wrapped.

- postcss-sass handles syntax (recommended by post-sass)

Using deprecated @storybook/preset-scss, because current Storybook is old v6.

Other added packages were added because the preset-scss documentation instructs to do so.

The module could not be found because it was installed outside of "core", so copied the module. It has not changed for years, so updates not expected.
