Resolve NotImplementedError in gridengine

Should resolve #5022

I'll also try to make a small test for this that mocks some grid engine outputs, so hopefully this won't break in the future.

I don't think test_slurm.py and test_lsf_helper.py are ever ran on CI. But if necessary, they can be added to this section. I've added the basic grid engine tests in the meantime.
