Add subshell to hide resource monitor

This will fix #5090 by hiding the resource monitor process from Bash's job system.

Merger Checklist

• Make sure the PR passes tests.

• Copy its recommended changelog entry to the Draft Changelog.
• Append the issue number in parentheses to the changelog entry.
