See the Budget calculations for an overview of all the math that happens to build up the APD budget. These budget calculations happen inside a redux reducer called, surprisingly, budget. A more detailed walkthrough of that budget state and how the reducer calculates all the bits is available in this PDF (also on Mural.ly - ask CMS product manager for access).
