added subdominant neutrino event rates. electron neutrinos for faser, muon neutrinos for flare. May need to swap dominant, as muon neutrinos are now a large part of the interaction rate after removing flare cuts

Computing the cross section at finer points, particularly at high-x, updates the event rate.
clipped_nan has event minimum cut of 100 events on HL-LHC expts, and 10 events on Run3 expts. binclipper can change cuts in clipped_nan as needed
