Remove Babel

Description

Fixes #1098

As mentioned in #1098, this removes Babel. It wasn't being used (see linked PR for details). This simply removes the Babel dependencies, configuration, and references to it from comments. As a side-effect, removing Babel will prevent errors such as the following from being printed on install:

I want to thank @hyperupcall for another valuable contribution. Review and testing found no issues. This is a very timely PR as I've been working on package updates. The description notes the install warnings and I'm very happy not to have to deal with them as this removes several hundred packages from the OED code base. I welcome merging it in.

I'm leaving a comment here to note the OED developer info at https://openenergydashboard.github.io/developer/technologies.html still shows babel being used. It needs to be updated along with a number of pages based on changes in our core technologies. This is no reflection on the PR and simply to leave a record.
