This internal release is to resolve a number of issues related to full-sync and aae_folds:
- A fix to allow for changes to be made safely at run-time to sink workers, without sink workers being unexpectedly over-provisioned.
- A fix to ensure that the startup of Riak is not delayed by connection timeouts and connection timeouts do not cause peer or sink crashes.
- A fix to ensure that use of the
localchange_method in reap/erase aae_folds do lead to the erase and reap work being distributed across the cluster.
