Agencies that do not participate in Archives West require stable URIs to connect the repository to the ore:Aggregation by means of the edm:dataProvider property. Repository home pages can change from time to time, and therefore, these cannot stand in as a stable identifier. Therefore, it was necessary to create a http://harvester.orbiscascade.org/agency/ namespace. The MARC code is used as the stable identifier.
