When creating Parameters objects for instances of Components or for subclasses of Component, Parameter objects are copied, and their default_value is determined based on the parent Parameter and any overrides in the class definition. Only parse and validate default_value when there is no override. This achieves a slight speedup and ensures that the original value used can be respected even in copied objects.
