RStudio i18n: i18n all options menus

Enable i18n for all menus under Options->*.

Haven't discussed this with @skyeturriff yet. But I think for now it would be fine to work from your fork since you were at the forefront for the i18n stuff and the PR you pushed is still in review/changes requested.
