This way, either TWR triggers is to APP, and both TWRs see when APP comes on/goes off. As it was before.

I'd also be tempted to leave this in the place the old CCTWR sector was, it think it's more typical across other ADs.

Why are you defining this as a sector? I think it might break sector inbound/outbound predictions, and seems unnecessary if you define the ATZ's display parameters as suggested in the boundaries file.
