This ticket combines a commit from #258 to upgrade the test dependencies to new vscode-test, and the work from #217 to upgrade to a newer version of TypeScript. I have also made sure that package.json includes the latest dependencies from the lock file, as generated by our Node 8.6 and NPM 5.6 build environment.
Note: Node and NPM are not update here, just the dev dependencies.
