You can use any text editor to create and edit boo source files. The important thing is to configure your editor to generate utf-8 files.
I spend most of my time with Boo Explorer and http://docs.codehaus.org/s/en_GB/3278/15/_/images/icons/emoticons/smile.png.
The SharpDevelop IDE comes with boo included. There is also now an add-in for the SharpDevelop IDE included with the latest boo sources.
