Adds duplicate protection to linter. Cleans up duplicates from bannedplugin.json

JSON Validation GH Action will now echo a list of duplicated plugins in bannedplugin.json and fail if that list > 0.
This PR also cleans up the dupes from bannedplugin.json so it doesn't fail immediately.
