Elroconnects binding extension [BETA]

Extended version of Elro Connects binding available in 3.3M3.

This version adds signal strength and hub alarm channels. It also adds console commands for device setup and maintenance (add, remove, rename, replace devices). An extra bridge type connects to the ELRO connects cloud service and allows discovery of the hubs on the account.
