Merge pending resolution of tesseract-robotics/tesseract_planning#400. Both tesseract and tesseract_planning need to be on 0.20.1 such that this scene graph function was added back in

Merge pending resolution of tesseract-robotics/tesseract_planning#400. Both tesseract and tesseract_planning need to be on 0.20.1 such that this scene graph function was added back in

Version 0.20.2 was created for tesseract_planning and version 0.20.1 was created for tesseract_ros2 (with a corresponding Docker image), so this PR should be ready to merge after passing CI
