To resolve #250.

Similar technique used to generate the requirements file as for #254 .

I have triaged each of the rules that are disabled; it looks like some of them would be very easy to re-enable. One or two have some definite false positives and would be worth keeping disabled. The comments in pyproject.toml are hopefully helpful but perhaps they should be moved out of the files and into a tracking issue on GitHub.

I would prefer the "reasons why" to be logged in a one issue checklist to keep this a little less verbose. But seeing everything in one place is super helpful! 🤩 Apart from that, things look good here.
