If you set options(tinytex.upgrade = TRUE (e.g., in .Rprofile), TinyTeX will try to upgrade itself when it is not possible to install or update LaTeX packages from CTAN due to the fact that it is still based on a previous year's TeX Live. Usually, a new release of TeX Live is made in March or April every year. If you do not upgrade, you will not be able to use tlmgr to interact with CTAN repositories that use the new release of TeX Live.
