Install `typo3/cms-lowlevel`for `cleanup:deletedrecords` command.
It looks like there had been a bug in TYPO3 that "uniqueInPid" was also taken to mean there couldn't be a translated record of the same value, so a "0" was appended. This seems to be fixed by now.
The function name "getLink()" collides with Kitodo.

This PR updates the DDEV system to TYPO3 10 and Kitodo.Presentation 4, relying on slub/dfg-viewer#208, and does some maintenance work along the way.
