Without this dependency one can still not open .mcap files:

[ERROR] [1722321492.913683551] [rosbag2_storage]: No storage id specified, and no plugin found that could open URI
terminate called after throwing an instance of 'std::runtime_error'
  what():  No storage could be initialized from the inputs.
