Update Docker GitHub Actions Workflows

PR Details

This PR updates both docker actions workflows to match with other STOL repositories. These GitHub Actions workflows configured to use standard runners (ubuntu-latest) and large runners (ubuntu-latest-16-cores) that were set up in reusable actions repository.
