CBO Feb 2024 update

This work is to update the model with the Congressional Budget Office: February 2024 10-year economic projections. Tax-Data will be under the same policy baseline with CBO.

This work also extends the model forecast to the year 2034.

Brief:

• Build and correct the update automation algorithm
• Generate new files of Growth Factor, Stage I and Stage II targets, PUF & CPS weights, PUF ratios.
• Analysis of the model's forecast performance for next 10 years (2025 - 2034), as in this new report ~ validation with the new CBO forecast; economic index change summary
