• Support python 3.10 and Ubuntu 22.04

Update to use the new moteus C++ library

• Provide a transport that interoperates with the new moteus C++ bindings
• Remove the old moteus_control_example.cc example
• Instead, compile all the examples directly from the upstream moteus repository
• Those binary examples are included in each pi3hat_tools-*.tar.bz2 archive
• Full source and a Makefile for compiling on a Raspberry Pi are also included in each pi3hat_tools-*.tar.bz2 archive
