  • Measures drafted based on CDC, FEMA

  • How could we automate submission to CDC? Is there access to a dev environment?

  • Austin: not yet; no public access to a dev environment, but there's work on an API, possibly via Direct secure e-mail submissions

  • Josh: could work with a health system that has NHSN access today. But unclear if any orgs are willing to turn this on.

Building examples, canonical Measure resources

  • Michael: I'm working on measure examples, for CDC + Epic measures.
  • Keith: I have Measures for the CDC + FEMA examples, too
  • Josh: Are we publishing canonicals "on behalf of" CDC? Do we want to influence CDC?
  • Michael: We should publish canonical Measure that represent CDC metrics; they're busy!
  • Keith: I agree too. Austin, does CDC have a perspective?
  • Austin: I can't makde commitments on behalf of CDC, but I'm here as NHSN liaison. CDC has interest but not commitment. Would recommend that you develop Measures, and once CDC has the bandwidth to think about this, hopefully they can point to these artifacts.
  • Keith: I'm sure that over time CDC will be producing more measures, and more detailed. We can offer to keep up with these definitions, as our volunteer capacity allows.

Review Measure and Measure Report examples

  • Keith: Ready to go to a build at this stage. Hoping to have measures pushed out.
  • Michel's updates: Got an example of a Measure where measure is the definition of the metric and Measure Report is the measurement of it. These are up on Zuilp and have been receiving feedback and iterations. Next Measure Report search to find the values you are interested in. This will help identify gaps in systems for the IG. When done with the review, Michael can provide examples. For the measures, we should use canonical examples of the CDC measures. Eventually will want to crosswalk between those and Epic ones. Could be confusing if we have measures that are not canonical. Measure Reports will be from our system.
  • Do we have an opinion on where we want canonical measures to come from? Everything CDC is tracking at the federal level? Or maybe just to inspire CDC to produce its own definitions? - Think that CDC has their hands full and if they wanted to make these we would have heard from them. We should take the lead. Publication being done on behalf of CDC in support of that work and treated at canonical examples. No commitment from CDC at this point- interest in what is going on. Best track is to develop measures based on what we are seeing at CDC, hopefully they will be able to focus on this more in the future, but they are overwhelmed right now. Maintenance aspect is simpler, but would entail bringing someone up to speed. * This is the first set of measures we are seeing, in the next 6 months we will see additional measures. Andrea Benin - deputy director of surveillance and NHSN - Austin will be trying to contact today.

Continue Bed Classification discussion

  • HAE and HAE Bed - Virginia - May not be stale, coming out of NY Presbyterian going to NY State DOH. If there are live connections there then we are considering converting. Virginia to share field file with Keith.
  • OASIS - Elysa making some contacts to see who is using HAE, trying to find those who have live data and will connect as soon as she finds something.
  • Michigan Public Health - Mark will reach out to them about plugging into this.
  • EHRA - Blog Post on Bed Classification
  • Burn units - not always classified as ICU. Don't know if we plan on using burn units to treat COVID. A number of questions about this. CDC has some reporting guidelines to this: At the bottom of the page is guidance on mapping locations. https://www.cdc.gov/nhsn/acute-care-hospital/covid19/index.html Acute care, intensive care, and critical care. Not many distinctions between intensive and critical - critical should be counted within intensive care.
  • Post-acute care - the next issue beyond the horizon, once people start getting better they will need some sort of rehabilitation care/therapy in a post-acute setting.
  • Facility space that may be converted to support in-patient care.
  • Also, distinctions based on age range; pediatric, adult, NICU.
  • Virginia posted some resources on Zulip. Room definitions and uses are fluid.

Building converters to/from CDC and FEMA spreadsheet formats

  • Convert to .csv format which can be uploaded to a web page.
  • Looking for volunteers to do one of two things: build a tool that can go to this page, take the .csv content and do the upload. Would be happy to do this but would need access to the underlying system. Austin is there an environment we can get access to facilitate the transmission of this data? Not at this point. Internal development environments. CDC working on API for submissions and expect t to be ready in two weeks, not sure what this constitutes. Would be relatively easy to automate. They already do direct.
  • Interested in running software to make it easier for providers. Austin is hearing us and will try to pass this messaging on to the right people.
  • Find a health system with a NHSN account with permissions to do this. Can add external orgs to submit to NHSN, but we would have to work with them on that.
  • Public health is also being overwhelmed, ongoing effort to socialize this project's goals and push forward.
  • Can do an xslt that can generate a csv in a matter of hours.
  • Transformer in Github repo that outputs csv. Generates CDC csv but does not do FEMA, can add those.: https://github.com/microsoft-healthcare-madison/learning-spike-erp
  • Daily data coming from COVID Tracking Project who are getting it form Public Health Authorities
