Keith has been [documenting this "measures" approach in a branch(../blob/7866c370d30ab5a1b1346e65402614f44f7336c6/input/pagecontent/measures.md). Not fully up to date with spreadsheets.

We need to get clear on the meaning of Measure.subject
- Keith: thinking about how these roll up, from facility, county, state, national, "location" is the subject, at either the facility level, or geographic regional level
- Josh: Makes sense to me; is this how subject works for quality reporting, too? (e.g., for a hospital returning information about its hypertensive management?)
- Josh: OK, from a combined report like this example, how do you get the value to fill out a CDC spreadsheet?
- Keith: Loop over the

values and filter on.group.code
to match the CDC column names - For combined bed-related reporst in a single
MeasureReport
, "initial popupation" represents all the beds at that facility - Hans: we need to clarify how facilities/sites/health systems are treated here
