started work on an oscillator footprint

Finished the oscillator footprint.

Because its pads are distinct, I made pad number 0 identifiable by its non-rectangular shape and special outline. So we don't solder it all wrong like, y'know. Oscillator datasheet: TXC - 7W-60.000MBB-T
