We run an innovation playbook program for the State of California that features 6 Moonshot projects to achieve 10x outcomes for enterprise-wide challenges for California as they serve society. Enrollment is all-inclusive for government. This year we are involving the public as project champions, as recipients of government services. We view the champions as organizations that represent constituent communities. In that sense, we see tapping into society without restrictions, but your clause indicates we must be open to the "general public". It would be valuable for the State of California to have a regionalized approach with the City of Sacramento for innovation in government, but it appears our focus on specific enterprise-wide challenges and/or those from government and the private sector that have a specialization with these challenges could be too restrictive to meet your "general public" qualifications. Please advise.

Will you please elaborate on the restriction of one application per individual/organization? For example, one would hope that it's acceptable for an individual to contribute to 2 projects that are completely different and independent of each other, with major contributions to one project and minor contribution to another (no funds received either for the minor contribution project). The goal is not to circumvent the restriction, but to collaborate widely with other organizations in Sacramento.

Are we required to purchase insurance coverage before submitting or application, or is this necessary only once / if we receive the RAILS grant? We will need to increase our insurance coverage but we'd prefer to do this if/when we are successful in our RAILS application and not before. Thanks!

While projects must be located in the City of Sacramento, do the organizations / companies participating need to have a physical and/or permanent presence in the City? Is temporary relocation / on-site work in the City appropriate, or is RAILS looking to primarily engage full-time residents and/or full-time local businesses?

We are a technology startup that focuses on using data and technology to improve workforce development, can we apply for an Acceleration Grant under the guidelines that states: programs that accelerate the commercialization of emerging technologies also are eligible to apply? Also, if we apply for a specific grant amount, is our application accepted/rejected at the dollar value requested or if the grant is accepted will you change the grant amount based on all other acceptances? Any detail would be helpful on requesting grant amount.

Regarding the changes to the Focus Areas on the application, are you asking that accelerator and incubator programs supporting Sacramento startups through mentorship, networking, and education limit that mentorship, networking and education to only the focus areas on the application and to exclude other industry verticals from participating in the program?

For a grant over $100,000, do all matching funds need to be spent within the grant period (July 2018-June 2019)? If so, what type of reporting will there be to show that matching funds have been spent? Also, if matching funds are required to be spent, do they need to be spent on items allowable under the RAILS grant (eg cannot be spent on construction)? Finally, if we receive additional investing dollars after the beginning on the grant period, can we change the source of the matching funds from what we initially stated in the application?
