Release notes 2018 08.1

The 2018-08.1 release of PhenoMeNal (still known as “Dalcotidine”), was released start of July 2019. It's a maintenance release of the first Dalcotidine release that includes a number of bug fixes plus a couple of improvements:

• it enables the TameNMR tools
• it integrates an improved version of the Galaxy-Kubernetes runner.

• Revert "comment out tamenmr tools (#315)". TameNMR should work now
