- Test/fix Drupal deploy script changes

- Requested DataCite XML changes:
- create fix for null geoPlace entries,
- use semicolon as a resource type separator,
- add TimePeriodCovered support,
- add available/updated dates for files (dataset dates already done)
- Adjust the styling when the first related Publication is shown above the fold
- Update to use solrj 9.6.1
- Update DataCite PRs with latest changes
- Update aws sdk (sec) and tika libraries, deploy to dev/stage
- Investigate/fix broken citation counting (should self-correct prod once deployed)
