Topic: Preserve UUID records of deleted users

Background: https://github.com/freedomofpress/securedrop/issues/5467

Proposal on the table is:

• preserve UUID of deleted users and blank their records
• add deleted column to users
• add placeholder deleted user for legacy deleted users

CONSENSUS: Threat modeling session for this proposal, then potentially line up for 1.7.0

Topic: unhandled FileNotFoundError when files have been manually deleted from disk

CONSENSUS: Most likely, initial implementation will only show an error; exact wording/contents TBD, will get Nina's input as well
