Current Candidate EDR API Specification

Changes for publication:
    * migration to final controlled ASCIIdoc by 28 April 2021
    * Chris created a branch for minor updates readying the documentation for release.

Outstanding issues: #276 Closed
    * Panagiotis Vretanos provided a link documentation showcasing the [OGC APIs as a tree structure](https://www.pvretano.com/Projects/ogcapitree/)
    * Group agreed to close Issue #276 as it would make EDR incompatible with the other OGC standards

Outstanding Pull Requests: none Closed
    * Group discussed best place for query specific metadata, it was agreed to group the information in a data query section rather than the variables attribute under links.

Compliance Test Suite: no new information

API coordination: No more changes to align with developments in other API SWG. They will have to await V1.1 or later.
