Hameg HM8123 programmable counter

The Hameg (now Rhode and Schwartz) HM8123 counter is a device used for counting electrical pulses.

It is used by CHIPIR to measure a resistive element and count neutron "hits" on a sample.

This device has a few different functions for measuring other elements.
